Ater completing In Service of the City questline, King Terryn tells you about Ryan, a guy who can forge more of the Noble Zezenian set. You can use his service after you finish Exchange with Aramadaes questline. You can find him on the road between Culthan Ruins and Caerfa:
Ryan will ask for 
piece of demonic matter and 
Sparkler in order to forge you the following items:
Noble Zezenian helmet: 200 x Piece of demonic matter and 40 x sparkler
Noble Zezenian boots: 200 x Piece of demonic matter and 40 x sparkler
Noble Zezenian armor: 250 x Piece of demonic matter and 50 x sparkler
Noble Zezenian shield: 250 x Piece of demonic matter and 50 x sparkler
Noble Zezenian quiver: 250 x Piece of demonic matter and 50 x sparkler
Noble Zezenian spell book: 250 x Piece of demonic matter and 50 x sparkler
