Completing Island of Cratai is required to use the boat to Cratai.

Rewards	5000 gold pieces, 2500 experience, access to Cratai (while premium is active on your account)

Steps

Caleb, captain of the boat to Cratai will not let strangers onboard. Talk to him to begin the quest and gain his trust.
