To find [[Elvie]], you must take the local boat South of Eidos:

You will be transported to another boat, close to Elvie:

Elvie: He's being held underground in a cell. You'll have to find the cell key first. It's kept in a chest in one of the homes.
 
Elvie: The elves are still our brethren, though we have been banished DO NOT hurt them!
 
Elvie: Find the key and free Halfey with minimal bloodshed, please.

[[Elvie]] wants you to rescue [[Halfey]] without killing his own kind so, upon receiveing the quest, a "Do Not Kill" counter is added to your screen, meaning you cannot kill 20 [[Forest Elf]] in order to receive your reward:

With that in mind, you will first need to find the key to Halvey's cell inside a chest upstairs the marked house to the right:

To find Halvey, go downstairs in the house marked to the left and right click his cell's door.
 
 
After that, return to [[Elvie]]:

You will receive 15,000 experience, some skills and an{{Inline Item|elven talisman}}.
 
 

You can head back to [[Arme]] for a clue of the whereabouts of your next quest or find another questmark on your map.
